Create a separate install for the Multilingual Editor
The Multilingual App Toolkit uses two separate install models – MSI for VS 2015 / VS 2013 and VSIX for VS 2017. This creates an issue when installing only VS 2017 as the editor is not included in the VSIX.
To solve this, and to make install easier for non-developers, the editor should be separated into a separate install. Doing so will create a single process for installing the toolkit via the 'Tools -> Extensions and Updates' menu (Works for VS 2017, VS 2015, VS 2013) then install the Editor using a separate MSI.
Of course to avoid confusion with existing Toolkit MSI install, the Extension should notify to install the Editor with a link to the install point.
